No, it's not IRL vehicles. No, it's not IRL Police Departments. And no, it's not a siren/light overhaul. It's one that adds all the in game PD (Belasco and Firwood etc) to every car that can support a lightbar (Like a BCPD Covet). It would also include the different types of police too (Interceptor, undercover). Super simple, yet I've only found one that is close, but it's only a few cars. For Utah, I don't need anything for that one, so if you find one without UPD, then don't worry. If you can find, I'll give you steam points or smth idk.
