Is that the console with a lot of tiny text and a 'dark' background or another thing?
It sounds like your controls are somehow messed up.
I'd suggest to delete the 'Settings' folder located in Documents/BeamNG.Drive (It will reset all your settings).
If the problem persist, a video of the issue would be a better way to describe it :)
When I try to activate that console, it flashes on the screen, I can see buttons and click on them, but the menu only flashes, it will not stay on screen. This has happened even after a fresh install. The menu does work, but it has a strobe effect, flashing on and off very quickly.
I tried to take a video, but it wouldn't render, I tried Nvidia Shadow Play which only showed part of the glitch, and CamStudio which had trouble recording fast enough to catch it.
EDIT: I'm having trouble with the UI Console listed in the picture, not the game menu. It works fine. The console listed on the top left of the pictured menu "UI Console" is the one that won't work.

That console is not a game feature. It's a development tool we use to work on the UI.
I'm not sure why you want to mess with it, but in any case that would work only if you run the game in windowed mode.
And apart from that, as I already said, it's nothing but just a development tool. You probably don't need it :)

This game is great, and certainly unique. I've always enjoyed crashing stuff in games, and this will likely be my favorite EA title once I get used to it. Please keep up the good work, this game is already awesome, so I can't wait to see what happens as the game progresses!
