22 secs with a car that I made myself. Basically, it hovers above the ground, knows no centrifugal force, no resistance of any kind, and can instantly accelerate and decelerate to a maximum. The only thing you need to watch out for are the twists and turns.

With a custom modified Bastion police car (Dodge Charger Pursuit), I was able to get 2:13:807 but thats only because the cornering admittedly sucks on this thing. It was built for highway patrol duties and not the track.

It has a top speed of ~219 MPH (352 KM/H) and can quickly get up to speed on straightaways which I tried to use to my advantage here but yeah...

For the lolz, I tried the time trial again but with a similarly built Sheriff SUV with maybe an added +20 seconds. I guess they are decent at drag races though.

No omnidirectional steering / flight controls? I feel that might solve some issues with those turns.

With a custom made car, from automation, nothing unrealistic (2000lbs, 700hp, rwd) race car, i was able to put down a 1:28:549
