Best Budget GPU or specs
I'm building a PC from a Dell Optiplex 7010 and need a good GPU to run BeamNG better than my steamdeck, (Steamdeck runs 40-50 FPS on average, 30-40 fps with 7 cars traffic on low settings) BeamNG is probably going to be the most demanding game I'll play on it so I just want 60fps on normal settings with traffic. My budget for the GPU is $70 as I want to keep a high price to performance ratio. Maybe more depending on how well it runs BeamNG.

You may be able to get a 1050Ti for that price. If that PC has an I3 (which it likely does) you're probably not going to get 60 FPS on medium settings with traffic. You'll also need at least 16GB RAM.

Im gonna upgrade it to and i7 3770 which is the max it can run with 4x8gb DDR3 RAM putting it at 32gb.
That will probably get you there.
Unless you’re set on nvidia, you might consider a Radeon Rx 580 or 590. Half again or more the performance of a 1050 ti at about the same price, depending on if you want new or are willing to look at the used market.
i have a rx 580 i bought from my local best buy for less than $200 and the game looks great and runs smoothly 60 fps with a few dips but as you play it increases frame rate on the "normal" graphics setting i also only have a 4core i5 and 16 gigs of ram so i would expect you to get better results than i did (DO NOT OPEN THE VULKAN TEST 50% CRASH RATE)

1080 Ti is still the best bang for buck
Doesn't the Optiplex only support low profile cards and ones that run entirely on the power from the pcie slot? That's what I remember, though I could be wrong.
yeah, if op has the sff(small form factor) 7010 i really wouldnt suggest anything other than a 1050ti low profile maybe a 1650 low profile, aside from fitment issues for normal sized graphics cards, the PSU on these optiplexes are not the best(in terms of sub-300 watt rating and potentially having no gpu 6/8 slot power cables), even the tower specs are gimped as hell
is using regular used computer parts not an option for you? ex-office prebuilt options, while initially cheap, are often proprietary and finding replacement components might not be the easiest or cost-effective thing to do
you can probably get a better GPU second hand, as for the rest of the Dell I cant help you. As above the game is physics based, which needs CPU and RAM

A new case and some adapters can get around that
