control vehicle gear speed

is there a mod to specify the speed limits of each gear? or a way to do it ingame

I don't think you can do that besides increasing or decreasing the RPM limit.

in the components menu.
select a racing gearbox, and change the gear ratios in the tuning section.

it doesn't matter what behavior or type of transmission you have iirc.
it just has to be a racing transmission.
it might also have the word "adjustable" in it's name or something.
then adjust the ratios to whatever you need.
