You don't even have to go digging into your folders. Every game on Steam has the screenshots located on the game's Steam page located at the lower right side of the page.

I don't think he's talking about the F12 to take screenshots on every Steam game, he's talking about the "Photo mode" tool INGAME that saves the screenshots to a folder of its own, that got nothing to do with the Steam F12 screenshot functionality.
