Try changing the folder location to something different and see if that works?

Have you checked the old PC, if you still have it, to make sure it still works on that?
Other thing to do is try disabling all mods, start a game and then quit the game, relaunch it and re-enable the mods.
Another thing, and apologies if you've already done this, but to try verifying the files and clearing the cache in the Support Tools option.

Sometimes I find that when I get a new mod from within the game, it sometimes shows some vehicles without the thumbnail and if I choose a car inside it it just makes an invisible car fly, so to get round this issue, come out of the game and reload it. I found this out after clearing the cache about 3 times before I realised simply quitting and reloading the game worked. :)
Yes reloading the game. Funnily enough, last night I unsubscribed to a mod and one of the vehicles showed no thumbnail so I restarted the game and that vehicle no longer showed.
