How do I Limit the speed of my car?

Basically, I want to make some crashing tests, so, I want to be able to limit my car at certain speeds.
For example, I want to simulate a crash at 20km/h, then, at 40km/h, and so on...
But, since I am playing with a keyboard, I can't control the acceleration well, so, is there any way or mod do electronically limit my car's speed?

Cruise control doesn't engage below 20mph or 32km/h though.
Another method is changing the final drive in the tuning section, though the rpms will be high.
Also have to have the adjustable ratio installed which is in the suspension or engine tab depending on vehicle to change the final drive.
