2. My wheel may be ancient, but I found that reducing "Smoothing" and "Secondary smoothing" has a great effect on the magnitude of the vibrations. You can uncheck "Reduce strength while parked" as well. I also see in my menu, a Logitech feature called "Trueforce" that can perhaps increase vibrations. I can't use it though as my wheel does not support it.
3. This is a good question that I cannot answer. All my assists are set to OFF except for "Clutch assistant" and "Throttle assistant" (I don't have a clutch pedal). I always recommend removing any assist that significantly interfere with the attitude of your vehicle (ex.: "Oversteer assistant", "Understeer assistant") and only enabling those that help ease the use of the clutch and transmission if needed. This is entirely up to you though.

Have you tried unchecking "Oversteer reduction assistant" in the "GAMEPLAY" menu?
You should also check out the "Steering lock strength" setting in the "FORCE FEEDBACK" menu. Hover over your mouse over that setting: a popup will reveal additional information. Did you check if you had a valid steering angle? If so, this setting will apply an artificial force to the steering in order to unwind it to a valid angle.
Perhaps you could simply reduce the value of the "Strength" setting which is the general force applied to the wheel.
