Most of the maps have AI race missions as well as time time trials, so there is a form of rally you can do. Also, rock crawling is great.
Just search the mod repo in game for offroad or rally to find map & vehicle mods, choose only the 2022 dated ones (Up to date helps) and 5 stars.
I've played all the rally sims, and this has the best feel of the lot of them, on dirt and road.
I recently bought WRC Generations (I had 8/9/10) but refunded it because this feels so much better. If you use controller https://github.com/sonicviz/BeamNG-Arcade-Steering is a great mod (it's in the repo now) and don't mind the arcade name, it's not.
Plus, BeamNG has the best crash model of all of them.
I just use AMS2 and BeamNG now, for my simracing fix.
thank you.. i have beam downloading right now. i have rbr, dirts, and wrc 10/ generations so i'm curious about beam because of the difficulty of it. appreciate the help
So to answer your questions, you can put together a rally experience for yourself pretty easily, but it won't be a "game" per se. Works for me though.
If you really wanted to level up your modding skills, if you are a developer, you could dig in and create a complete rally mod though. I've thought about doing that, maybe later!
I'll pick up WRC Generations again, but when it's on sale in a year or so.
good stuff. i wont be using it as a main but there are times i just want to drive something different. i'm on beamng.com now and i'm checking out the mods on that. it will be done in 10 mins so i'll start messing with it..
and ams2 is great but i have to plug raceroom =]

ohh thankfully i don't need this.. i don't use pacenotes or a co-driver =], no assists , no hud.. straight masochist
It doesn't matter how you drive them, that's up to you.
yes i understand.. just being cheeky
