The wiki is a little low on detail in the vehicles section but the dev team are working on it. The map section is pretty good though.

If you want to make a map then just looking at tutorials on how to make maps for Torque3D will probably provide a lot of help.

A mod can go anywhere from 3 days (If it's really low quality) to multiple years (if it's high quality and scratch made), it mostly depends if the 3d model is downloaded from somewhere or if you made it yourself, and whether you have other people helping you or not, and whether or not that the jbeam is scratch made or based on another car.

For example, I have been working on a Moskvich 407 mod, I downloaded the 3d model from a site, I then found a jbeam that seemed to fit it okay and I put it on the jbeam and got it's textures applied onto it using a materials.cs file, then I separated parts (the suspension, pedals, and steering wheel) from the body and made them move in the game, I then edited the jbeam to fit better, and then I made some custom sounds for it using an video, and yet I still cant get the steering wheel to spin right because the 3d model has it angled. It crashes really bad and the model is probably too high poly anyways.

All mods in BeamNG share the same structure and making a car is the most complicated kind of mod.

I suggest starting with making a skin for an existing car. It's part of the process of making a whole car and will get you used to BeamNG moding. Here:
