The wiki is a little low on detail in the vehicles section but the dev team are working on it. The map section is pretty good though.
If you want to make a map then just looking at tutorials on how to make maps for Torque3D will probably provide a lot of help.
For example, I have been working on a Moskvich 407 mod, I downloaded the 3d model from a site, I then found a jbeam that seemed to fit it okay and I put it on the jbeam and got it's textures applied onto it using a materials.cs file, then I separated parts (the suspension, pedals, and steering wheel) from the body and made them move in the game, I then edited the jbeam to fit better, and then I made some custom sounds for it using an video, and yet I still cant get the steering wheel to spin right because the 3d model has it angled. It crashes really bad and the model is probably too high poly anyways.

I suggest starting with making a skin for an existing car. It's part of the process of making a whole car and will get you used to BeamNG moding. Here:
