Although the tech demo is NOT representative of the current state of the game. It is using the old non updated physics engine meaning that the cars will handle very differently. It also does not have the UI that was added in the last update.
The physics engine will be changing a bit again in the next update, so the game is changing quite a lot as time goes by (for the better). I belive that the devs said they were thinking about updating the demo in the future.

They should not make it free for the full verson but for the demo they should make it where you can download it from the Steam web page also they should do that for every game because if they just want to test out the game they could not unless the found the link but that would be a little harder then just downloading from the page of Steam.
