Borderless Fullscreen Going into Windowed Mode
So I play with Fullscreen and Borderless options checked because i have two monitors and like to switch between windows without the usual "Alt-Tab" app switching thing that happens otherwise.

Now when I click on a window open on the second monitor or Alt-Tab, the Windows (10) taskbar shows up, and the game gets pushed below (I set my taskbar at the top) cutting off the bottom bit. When this happens, it works like Fullscreen Borderless, and the options are still checked off, but the taskbar still stays on screen.

That's an issue with Windows not getting along with fullscreen borderless. I've had it happen in many games, all I can suggest is switching it out of borderless and back into it.

Thats unfortunate since it didnt happen before the last month or so, but disabling and re-enabling Borderless does work occasionally

That happens if the game looses focus.
I use borderless pretty much always.
Set it to the same resolution as your monitor, and with the game having focus the taskbar should 'go behind' the game normally.
If you ALT+TAB the game looses focus, which makes the taskbar go over it.
Click the game again and that will go away.

Thats what used to happen, except now the taskbar is permanently showing. It essentially becomes 1920x1053 instead of 1080 (it shows that res when i deselect fullscreen), with the taskbar accounting for the difference in pixels.

When the game loses focus, its as if it was forced into a borderless windowed as opposed to borderless fullscreen, yet the fullscreen and borderless options are still ticked in the graphics options.
Its not a huge issue because i can just deselect and re-enable the window options and not switch applications while playing, but it is a bit inconvenient.

That would be something regarding Windows itself rather than the game.
