Report a translation problem
Try running the game in safe mode.
If that doesn't work, follow the Troubleshooting guide.
Seems that certain mods, dispite not affecting traffic, cause all of them to have a combined IQ of -4
(Safe mode did work for me)
Try clearing the Cache and if that doesn't work, try a fresh install.
The Cache might have been the answer as I did that before I even tried safe mode.
If that doesn't work, follow the troubleshooting guide (You already did some of the steps)
and if that fails, Make a support ticket.
Also, I checked. They have no Bug with traffic reported so one of the above steps should solve it.
I might just end up submitting a support ticket. I appreciate the help regardless.

When I enabled traffic, the could detect each other, but still disregarded speed limits, lanes, and anything but a stop light. Would consistently take turns at speeds too high for said turns, would tailgate each other, and would spin out and do donuts.
