if it changed according to each player's computer, the game would be much worse, but players would have less problems with their framerates.

Imo I don't think the AI will ever be any good at speed when its dealing with the same car physics we flesh and blood struggle to control.
After playing the game some more (CUZ IM A NOOB) I just realized that the AI is decent, as long as you give it a vehicle that has excellent handling, like a track car, or at the very least a car that has AWD, BUT it sucks at driving other cars like the Gavril Grand Marshal Police Packege.
I just needed to experiment the game some more.
