Has someone ever made a mod that adds things like rain, tornadoes, or something?

to the extent that the road effects are simulated no
there are a few maps with rain, snow, but no change to car handling
the dev team will need to implement weather effects so ask them

There's a rain effect, and puddles with physics but that's it, you can edit it through the world editor
