Note that the size of an update is not related to the amount (or importance) of changes included in it. The size of those downloads is up to Steam, there's not much we (devs) can do about it.

This has cropped up a couple of times this evening / today, but i have just checked mine, and all working well, with AI control visible in radial menu!?... It has got to be something to do with mods. I usually suffer, but i did a clean out about three months ago where i got rid of my entire mod library, then cleaned all the folders up. Since then, no probs. I am now at 10 mods, where as before, i was running about 47/48. Not worth the agro of running so many, even though they were legit mods.

Isn't there a way to generate/package the new version that will let Steam know which bytes/files changed,so that it will not download parts that haven't been changed since the previous update?

That is exactly how updates work at the moment - only downloading chunks with changed assets, which is why sometimes updates download really fast and then they spend a long time on a high disk activity.
