Repository not downloading mods

I just tried to install a map mod from the Repository. It gets to 100% and then pops up saying "Repo Error: Could not download the file, File missing" It does this for literally any mod no matter what I'm doing. That goes from driving around in maps, or just sitting in the main menu. I've downloaded mods before and they still work normally. No new AV software has been downloaded/settings changed.

That means that something is blocking the game in some ways, making it not able to actually save the file it's downloading.
