Black Graphical Flickering?

There are large, black object sthat flash across the screen constantly. It's not any one entity, but it's constant, irrelgular, and VERY annoying. Ususally in the sky.
The issue that has steadily grown worse over the past month. It started on just West Coast and has now grown to all maps except for Gridmap, including modded maps.
I have a steady 60ish FPS on an i7 4790k, sixteen gigabytes of RAM, and an AMD RX580 with 8gig of VRAM.
Is there a solution to this that does not include reinstalling the game or is this a known bug that is being worked on and we are waiting for a fix?

it’s a bug with amd cards. it’s been like this for almost a year. just turn off grass until something can be fixed.

That would explain why I've only recently had the issue, as I've changed cards in the past few months.

Using the 18.12.3 drivers and have the flickering streaks at times as well. Drivers were installed clean. Using an RX 570 OC Edition

Some user reported that a most recent driver fixed that for him.
