Is there a mod that makes the tail lights brighter or makes the lights for the light bar actually show up on the ground?

If you have the 'Lighting' graphics setting on Lowest/Low, you'll not get any dynamic lights.
Set it to normal at least to have the vehicle lights influence the surroundings.

Note that due some issues with the lighting on parallel planes, the road will barely receive any light at time.
