If you are locking your wheels, the reported speed is zero, as none of them is spinning.
The readings will also be higher if your tires are skidding for example.
That's perfectly normal, as speed sensors are on the wheels.

As mentioned above, you can choose to have the 'Airspeed' app that shows the absolute speed not based on the wheel sensors

seems to be a thing for some people within car/racing games that the game doesnt feel truthful when displaying speeds or how fast everything around them moves or distortes past. some games are bad at implementing stuff and some arent but cant say its really a problem in beamng its pretty nailed down for the game it is tbh. well the best your gunna get for now.
Maybe you were slipping the clutch from the amount of torque? What vehicle was it?
It was a custom Ibishu Covet.There is nothing about clutch.So many things works fine in the game.This is nothing important but I wanted to say that the speedometer doesnt always show the right speed of tyres or the vehicle itself.
