How do i use the car hauler?

You can view the full controls from the 'Special Keys' app (by default on your UI, check the top-right corner of the screen. Else add it manually: https://wiki.beamng.com/Editing_UI )

I can only retract and extend the bed on it but I cant lower or raise it H and Y doesn't do anything

H and Y are NOT bindings for the official part.
Maybe you have a mod conflicting. Please disable all mods and check again.
Also reset your bindings (Options > Controls > Reset all)
