how do i use the radial menu?

Press ESC while driving to toggle it (it shows wherever you also open the side menu).
Use the mouse to operate it.
You can also use the Xbox controller's left thumbstick to choose a tile, and A & B buttons to enter/go back.

Maybe you removed the Radial Menu from your interface.
Add it back manually, or reset your UI Layout:
