Again that's not the kind of spec you should be running a game like this on. Part of that is the GPU, part of that is the CPU.
AMD FX are designed for multi-core optimised tasks. When they can't rely on all four cores* they struggle because of their low IPC and inefficient design. And the GTX960 was a low spec GPU even when new, and is now several years old.
(yes, four. They're essentially a Hyperthreaded quad, they're not a true octa)
RAM doesn't usually effect loading times. Read/Write speed on your main Data Drive is the governing factor there.
RAM is short-term working memory, not long-term storage. Loading a game means loading assets from the main permanent storage, and that means the Hard Drive or Solid State.
There is no need to fix. Your computer is trash because of that low powered GPU.
