With that service, the game is running on a PC somewhere in some Nvidia farm.
Every time you play, the game runs on a different PC from Nvidia.
Because MODS are saved on the PC, that's why you cannot keep them between your session.
With GeForce Now, you are basically 'renting' a gaming computer, but each time it's a different one. If you download mods in one session, the other time you try to use that service, you'll more likely get a different PC, which means your previous files won't be there.
It's like literally playing on a different PC every time.
Mods Subscription are tied to the machine ID itself.
Factorio stores mods locally but after restarting the cloud session they are still installed along with the mods settings. There are games on gfn that doesn't have steam cloud saves but they being safely transferred between cloud sessions. I'm sure there are settings to check what directories and files are safe to reset, and which are have to be saved for future sessions.
