Slow != Broken
It works, but it's slow. That is known. We are also working into improving it.
There are various factors that can slow down the UI more than normal:
- Slow/weak processor
- Many mods (more mods = more UI work = slower)
- Using many apps at the same time (more apps = more UI work = slower)
20 seconds to fire up the level selector is way too much, out of the norm (it barely takes 1-2 seconds here).
What are your specs?
And did you try with no mods?
For the fullscreen issues, that's unrelated to the UI, and known too.
You can go around that by using Borderless mode.
Regardless here are my specs (i use no mods at all):
AMD FX 6350 Six Core 3.90Ghz
12Gig Ram
64Bit Windows 7
Nvida G-force GTX 1060 6GB
The AMD FX CPUs are known to be pretty bad when it comes to complex stuff, due their poor architecture. You are more likely being CPU bottlenecked.

To further test this i used another game (from the depths) which is EXTREMELY math and pyhicss intenst. On this i can see the bottle neck but only in large scale battles.
Although we give more priority to the physics and game itself, than the UI.
That means if something is starting to slowdown on the CPU side, the UI would, in most cases, the very first visible thing.
Do this, it would give some more useful information:
Load Gridmap (do not move the camera or the vehicle)
Go to options > user-interface > enable 'Advanced Mode'
In the sidemenu there should be a new button named 'PERFORMANCE'
Press it. Then click the 'Hide UI for 10 seconds' button on the top-right corner.
Wait until the UI returns back, then press ALT+O and paste the link for the image here.
Go to the BeamNG.Drive directory (Steam/Steamapps/Common/BeamNG.Drive/Bin64) and run the 'banana-bench.x64.bat' file.
When done, take a screenshot and post the link here.
If no, enabled it and redo.

Try this instead:
-In the Main Menu press CTRL+U.
-A window should appear.

Uhm, can you try to launch the game from:
Steam/Steamapps/Common/BeamNG.Drive/Bin32 > BeamNG.Drive.x86.exe and see if the UI problems persists?
