If so, please check that your right-thumbstick has enough deadzone, or it may be registering some input.
Also double-check that your bindings in general are correct (Like, you haven't accidentally added a wrong binding to the camera | You need to tick the 'List Advanced' box in the Controls menu to see the full camera controls)
So, it starts when you hold right-click.
But does it continue after you release right-click?
Could you take a screenshot of 'Options > Hardware' (after you replicated the problem) ?

literally the "Scroll Lock" key was somehow accidentally activated on my keyboard ‒ when I deactivated it and fully restarted BeamNG, poof, the problem is gone! 😊
So, always make sure the "Scroll Lock" light is always off on the keyboard (even if the key itself is not binded)! 😉
