Make sure your system is dust free, make sure the heatsink fan is spinning as it should and see how that goes.
If your CPU is getting that hot under load, you need to make sure there is no dust blocking the airflow. Eventually upgrade your CPU cooler. If you have any overclock applied, it will be wise to undo that. Keeping the CPU running that hot isn't exactly safe.
Edit--
(This NEVER happens in any other games. Except for this. There is some dust in my pc but, theres not that much to cause this to happen.)
In the garage mode temps go up to 70+
When playing on a actual map, temps will climb up to 95+.
As soon as I close the game, temps go down to normal temperatures (40-50). Almost right away.
I'm currently uploading a video of this happening.
The cpu fan is running at 2000rpm all the time playing the game.
https://www.youtube.com/watch?v=fVDZXsT7rns About a half hour till its up.
To test your PC you could download a program called prime95 and run it, I'm certain this would cause the same issue.
Also, it could be in need of a reapplication of thermal paste. Over time it can degrade and become much less effective.
The game will use your CPU in a very intensive way. Not many games do it like that.
The game is constantly running an heavy simulation on your CPU, therefore the CPU load will stay high for pretty much the whole time you play. If the cooling system of your CPU is not adequate, heat will not be dissipated quickly enough.
Thermal Paste replacement is a good thing to do, along cleaning the CPU fan from eventual dust and making sure your PC has enough free space around it to allow a good airflow.
I will add this... I'm assuming you're using a stock cooler, you also mentioned you had a "small" amount of dust, this is a huge factor, as dust is a very good insualtor (traps heat), so it it needs to be kept clear of dust at all times when playing CPU intensive programs. Also, you mentioned your temps are around 40-50C on idle, that is insanely hot for idle temps, so there is an issue with cooling and/or circulation in your system.
Also, some low grade thermal pastes need replacing once a year/2 years. Some lose effectiveness after some years. I'd recommend buying new cooling paste. They're really cheap, even the better ones rarely cost over € 20,- .
I had an 2500k about a month ago too, never had this problem. Mine stayed about 60 degrees while I overclocked it to 4ghz. And on top of that, the cooler I used, wasn't even that great. It has to be a cooling issue you're experiencing.
