You can have a low-spec, 8 core CPU, and an high-end 4 core CPU. The latter would perform better at the end.
i'll give a URL and some exact text from the webpage so you can CTRL+F it if you want to see them.

Text from page: Intel Kaby Lake-X Lineup
Faster clock speeds, HyperThreading (4 Cores / 8 Threads), more L3 cache.
Except I don't recommend recommending Ryzen or Intel over the other. There will be games and gaming situations that benefit from Intel's superior single thread performance and there will be games that benefit from Ryzen's extra cores at more affordable prices. It partyly depends on that great unknown matter of if programmers will ever have the will or capability to make kick-ass 6+ core optimized game engines. This game certainly benefits from that but I mean all the other kinds of action games people play.
But I think that new 6 core Intel CPU out next month will be able to run about 11 cars in BeamNG so I think that will be the CPU for me.
