Nothing helps, but as soon as my coop partner leaves the game I'm back to 140fps.

Playing online may introduce some delay and performance drops, which is to be expected. The impact on your gameplay will vary based on the connection quality of both players.

Additionally, you can check your Internet router's configuration:
Security level: If set to high or strict, lower it by one step.
UPnP: Ensure it is enabled.
You can also change the default DNS on your PC to Google's DNS 8.8.8.8 and 8.8.4.4 or Cloudflare 1.1.1.1. These DNS can provide a better and faster connection in your location.
For detailed instructions on how to change DNS address, please refer to online guides or your router users' manual.

I understand you and your friend tried all the troubleshooting, including the DNS changes advised above and yet you get significantly worse performance when playing in co-op mode.
Can you give us details on what FPS are you getting when playing solo and together?
