Really sorry to hear it and apologies for this issue blocking your access to the game.
The game team is already aware of it, however, they would like to investigate affected accounts.

Sadly, I cannot tell you how long it will take, but I monitor it, so as soon as there is an update I'll let you know.

I guess this won't be resolved any time soon, so I will test if this gets reproduced when replaying "A Hidden Weakness" from a saveslot backup.

EDIT: I could manually restore the backup and replay the previous quest. When I saved the game in exactly the same spot, the bug could not be reproduced, so this resolved the issue for myself.
Telling me I need to reinstall the dlc. told them I didn't own it.
sent me a link on how to find my save files. told them not helpful.
asked for a screenshot of the error, sent it.
Sent me a link to instructions on properly installing the Skybreaker DLC.
Started a new game because I was having fun, but gave up after a few days. Not expecting a fix for this.
I did get another response telling me how to access save files but then finally a useful response. they're working on it and asked a few useful questions.

Our game team are working on it and they would like to ask affected players a few questions before adding their accounts to our internal investigation ticket.
- Do you own the game on different platforms on the same Ubisoft account?
- Did you boot the game on a console that had DLC1 installed?
- Did you complete any specific mission(s) or perform any steps in-game before receiving that error message?
- If you reboot or reinstall the game, does the save become playable again?
For those who haven't submitted support cases yet, if you would like to help with the investigation please answer these questions.
Players have been affected by this bug since the release of the DLC, it's been over a month already !!!
This is just unacceptable, customers paid for a product and are now locked out of it unless they pay an extra fee (DLC).
Of course Ubisoft is in no hurry to fix this bug because I can only guess a good amount of affected customers just buy the DLC and be done with it. Very shady practices indeed.
I repeat this bug has been around for over a month, are you serious ???
The reasonable thing to do if Ubisoft really cares about its customers is to offer a free DLC coupon on the Ubisoft Connect app for the affected customers that opened a ticket and provided proof of the issue.
That is what a responsible company would do !

Completed "A hidden weakness", went to HQ, left and saved after the "Last Strike" notification about being unable to leave the area until completing that mission, and right before initiating the main dialogue that kicks off the mission.
N/A. As noted above, I could resolve the issue by restoring a backup, thus there is no support ticket for me. So, if there are any historized save data that might help in the investigation, then be sure to consider the timestamp in the above screenshot.
Oh boy, another one. Sorry to hear that, this sucks. Though, I don't think doing this intentionally is worth it, as the reputational damage is likely much bigger than the little timeshift in revenue. Also, I think most folks are defiant and would never buy a DLC under such circumstances.
Although I don't think it gets any visibility, I have noted the issue in my steam review. And in case fellow players with this problem happen to have backups, I have noted some instructions in a steam guide, since restoring a local savegame is somewhat tedious, albeit not exactly difficult to figure out. If that bit of info only helps a few players, writing that down was worth it.
The Steam review are also monitored and reported on to the Ubisoft leadership, so these messages in there do not go unnoticed.
