On the top right you can see what you have.
Example for me CPU Intel Core i7 14700k (short i7 14700k)

Requirements are only for desktop pc's (every game spec list), laptops are weaker in performance and cost more, also can be incompatible sometimes. So if you have a laptop you have to use a cpu/gpu benchmark to compare mobile and desktop variants.

Elden Ring has a max limit of 3GB for vram, it won't use more than that. I've checked the regulation.bin file, no idea about Cyberpunk.
Anyway, just go to video setting, make sure to use the proper resolution and scaling, in the graphics settings max out the antialiasing.
Graphics settings vram usage only changes after changing the settings, but it's best also to quit to main menu, as while in the game it will use up more vram or better yet just restart the game, which is sadly annoying.
There is a chance you can't play the game like you want to even at minimum settings with 1080p, because of how much vram it uses up.
But I have some ideas how we could make it better.
