it might be because its not updated properly
Yeah, it's installed and updated (I even switched back to the non-beta version of the client to see if that could be an issue). I've verified files several times now, reinstalled several times now, rebooted in between etc. etc. Nothing, and since no one has responded yet until you have, I'm guessing I'm literally the only one with the issue or it's super rare. Yay.
Sometimes steam doesn't auto update properly.
Like I did just now, and It shows me that I can download an update. And then apply and restart steam.
Yes, there was an update yesterday at one point but other than that there have been no client updates for Steam for me to "update" too lol
Apologies for the late response.
Are you still experiencing this issue?
If yes, run both, UC and Steam clients as administrator.
Try downloading and launching the game from UC library directly.

I've tried running both clients as administrator actually. As for running directly from the UC launcher, I can't since it hasn't launched through Steam yet for it to be added to my UC library properly yet :( but thanks for the response. I assume this must be a super rare issue, since there hasn't been many responses yet.
Is your Steam installed in the default location on the C drive?
Do you have any other, unnecessary software running in the background?
If yes, try disabling everything.
About your previous statement you installed the non-beta version of UC.
They do not exist anymore. A non-beta version will now be an outdated version.
Make sure you download the latest one from here: https://ubi.li/YVY0k

The only thing running in the background are the necessary Windows services and Steam obviously. I've been using the "beta" version of UC for months, last I checked it was the latest version of the software available to me.
