Is This Game Out or Biggest Flunk in History?
I am very confused, I look up a release date and it shows me the Initial release date that was planned.
Steam says its dropped today, but their are like less than 400 ppl playing and its 40% off?
Am I missing something or is this genuinely just the biggest flunk in video game history? Or something with my region?

It was released on other platforms first, so when things come to steam they generally release with a discount like this. It's not super popular because I imagine most of the people that wanted to play it already have, and it's just not an overly talked about game in general.

It launched 3 hours ago and it's a big download. On my old internet this would have taken half a day. I've got faster internet so it didn't take that long. Also it's Monday, that might be a factor.

In any case the game is pretty great so far. :-)

That's a good point, it originally released last year. However there are a lot of people like me who won't play except if/when it comes to Steam. Valve has earned my business by (generally) being a gamer-friendly company. Though TBH as much I love Valve I'm more anti-Epic then pro-Valve. I'd be OK buying from GOG as an alternative for example (so long as I don't intend to play the game on my Steam Deck). I wouldn't even take a game for free from Epic though.

This game plays and looks excellent. That isn't the issue. The first reply you got kinda covered the reasons. If you got the hardware, you would be hard pressed to find a more beautiful looking game.

This game is not on GoG and there is a huge chance it never will be

The marketing was terrible and the ubisoft exclusivity hurt it. And Ubisoft is terrible too, and their CEO made it quite clear you wont own this game.
