I would also try to stop running any non-critical programs like Discord, Twitch, etc etc as some of these programs can tap into your resources in a way the game seems to not account for or like. On my rig I very occasionally get black squares on the ground if I have Discord and Twitch open while playing this game, as one example.
There are a couple of settings that can heavily affect performance - Sun contact shadows, diffuse reflections and the Object Detail slider hit my rig the hardest.
I would set the first two to Medium settings (or low, if you want even more FPS back) and set Object Detail to between 10/25 and 20/25. If object detail is set to 25/25, you can kiss smooth frame rates goodbye no matter what rig you've got. Maybe try setting the rest to "high" and see if that helps?
If you have the option to use Framegen then consider playing with Framegen, vsync off and nvidia latency boost settings, in conjunction with the in-game frame limiter. I have my frame limit set to 45 with framegen on and get a rock solid 88-90fps no matter where I go. at almost max settings. We have similar specs as well.
