Difference between "Relun's Fish Stew" and "Novao's Mushroom Pie"?

Adept Forager: Always gain the gathering condition bonus

Novao's Mushroom Pie:
Forager: Always gain perfect gathering

I´ve testet both in combination with Nimble Gatherer 3 and always got the same Results:

- Pale Canyon Reed with a Stat of 107 (includes Maker Apex Challenge Bonus)

does Novao's Mushroom Pie also apply to the Weather Effect Bonus?
is Relun's Fish Stew inferior, cause its harder to get and you still have to look for Pristine Gathering?

Yes, that is exactly how I understood. The pie gives best conditions regardless of weather and pristine gathering, plus the stat bonus from the seeds. If for whatever reason you aim for even higher stats, you could top it off by consuming a pale fire seed dish after eating the pie.
