I think I see what he means now.

2. Log into ubisoft app first and then try to launch from steam
When a game has Denuvo DRM I always do a reboot after it installs before I run it the first time. I've found in the past when I didn't do this before running the game it could be prone to bugs and/or micro-stutters.
And a craftsman to know how to care for and get the best out of the tools. :)
goes down. No matter how much care you take of a sledge hammer, it doesn't make it a better tool at fixing a motherboard. :)
Edit: But you're absolutely right in taking care of your tools is essential.

Make sure your Steam account is linked to your Ubisoft account.
Did you launch any other Ubisoft game from your Steam account?
Do you have a new version of Ubisoft Connect installed on your drive?
If not, download the latest version from here: https://ubi.li/YVY0k
Launch UC as administrator. Try launching the game from the UC library.

Check in the game exe file if fullscreen optimization is on. If yes, disable it.
You can do this by right-clicking on the game exe file, going to Preferences and compatibility tab.
Disable any overlays you use and 3rd party software you have installed and running in the background.
If that does not help, please share your PC spec:
CPU, GPU + drivers version, RAM, Windows version, game installation path (must be SSD as per minimum requirements).

It depends where your Steam is installed. The default C drive path is:
C:\Program Files (x86)\Steam\steamapps\common
All your Steam games are in the Common folder, and exe files in each game folder.
