Weight seems to be binary. Either you're bellow the cap..or you're at it.
Rolling does give you I-frames, though I think, like Enter the Gungeon, it is only for the rolling part of the animation not the standing up again, and you can roll through enemies if you are close enough (in other words standing pretty much next to them) when you initiate the roll. Beware this isn't always perfect and can be easy to screw up so it's better to roll away in an absolute crisis were you need to heal or get stamina back at least initially. Rolling through attacks is a key mechanic to beating most bosses in the game, including the starting Unspeakable Deep boss who can be beaten with both great skill/practise and patience.

The benefit or rolling is that you can evade attacks fast and unlike dark souls you can roll through enemies. Maybe you are struggling with rolls because you have a lot of weight, try removing armor. I am running around half naked and I find rolling really useful, I've yet to see an attack I can't roll away from.
Hi Fhoenix according to the reddit the load brackets are: <25%, 25-49.9%, 50-74.9%, 75-99.9% and 100%+. This also bears out with my limited play experience. Worth noting that jumping is not affected by load at all. However, lower run speed can make certain jumps harder to make because you lack the momentum to carry you across a gap. Jumping and rolling are both disabled at 100%+ load.
Also, the less % your equipment load is, the faster and fourther your roll is, there is also an item which increases rolling speed.
There is, actually. On the screen with your weight, press L3 or click on the rather small button at the bottom of the window to switch between absolute numbers and percentages - the percentage display also shows you how much damage is mitigated by your defenses.
