The Jaws of Death are the best option until you can get the Scharfrichter.
The problem is, the Jaws of Death are Greatscissors, and while Greatswords can be transmuted into Greatscissors, Greatscissors can't be transmuted into Greatswords, so if you want to get both the Jaws of Death and the Scharfrichter, you'll need to get a second Greatsword, which you can only do if you're a follower of the Three or the Iron Ones.
If you happen to be in one of those creeds, then you can buy an extra Kureimoa from the smith. If you're in a different creed and don't want to switch, then you'll have to make a choice.
You can get the Jaws of Death sooner, and the Greatscissor combo is really powerful with the stagger effect, or you can wait to get the Scharfrichter, which has the highest damage per hit and the fastest attack speed.
If you want to go for the meta and grab "the best" the Jaws of Death is way better than it has any right to be.
Others adore the Scharlfricter, if you're willing to go off beaten path for the required boss.
Finally, the Bulwark itself if a personal favorite of mine, it's strike type damage wrecks a surprising number of bosses.
This is assuming you're primarily a strength build.
