I believe the Witch is weak to Holy damage (like pretty much everything is), so that's something to try. She's also weak to Fire and Slash. The prayer Ethereal Intervention (I think that's the name - it's the version of Divine Armor for magic) will help you a bit if you can cast it. Even if you're not the best mobility fighter, use the Dart Brand's air dash power to keep away from her. Most of her attacks other than the lighting laser thing can be dodged by simply jumping over them.
The first time I beat her, I used the weapon charm that adds heavy poison to attacks while also poisoning you, and that worked pretty well, since the poison kept burning through her HP even while she was flying out of my reach.
Overall, the Witch is meant to encourage you to mix things up and use a different style than with previous bosses. That said, I also beat her on New Game Plus with a fully upgraded set of Titan Armor and the Iron Rampart.
She doesn't like fire and holy so put those on your weapon.
I do not understand your concept of "shield" since I never use those so I can't help you with that.
Dodgerolling does the trick... until she flies off-screen and does her barrage thing leaving you no room to dodge to in which case you just lose and have to try again.
A mage destroys her in 5 seconds using fire attacks btw.
(It's generally a good idea to stay in the middle so that she won't drift offscreen... much.)
