Totally. The fact that you can get lower rank weapons which outclass nearly all the rank 5 ones seems silly. I was really looking forward to rank 5 gear only to discover there wasn't much point in using them in most cases.
That is a terrible argument as there are plenty of qualified people they could have hired to complete the former. It would result in a better product, and possibly more purchases. Therefore, more profit and enrichment. You make money off employees if they are worth thier salaries. Additionally, with any future games they produce they would have a much more loyal customer base that would perhaps purchase their games at full price, rather than waiting for a sale, or even not at all.
As I am playing this game currently, I would still only purchase any of their future titles at a hefty reduction of whatever initial price they place their product on the market for. This is what not polishing a final product gets you; a loss of future profits on future products.
EDIT: I think what is going on with the dagger is that, regardless of your selection, the fourth strike in the series will always be a strong attack. In that case, it may be doing a bit more damage.
