Definitely not great, so you aren't alone in this feeling. Still, it's early early access, so I can kinda swallow that optimisations are usually done later - but I think they should prioritize it more as it is real issue even for people considering buying
Secondly: This isn't the final build of the game before release, this is an Alpha slice.
Still. You don't release a game in EA in a state that is barely playable.
I am on 5600X, 64 ram a and 6600XT (eqv. to 3060). That defo should not guarantee <20FPS on low-medium and 1080p.

I got a solid 60fps on medium, even whilst being impacted by streaming on the same computer.
Just because you have a powerful computer doesn't guarantee the best performance. Check your settings, sometimes it can very well be a "you" issue and not the game, it being in EA is not an excuse to blame it for your own short comings.
Not saying it's definitely you, as this game definitely has optimisation issues, but you'd be surprised how many people have a random checkbox ticked that's completely throwing off their performance without realising.
From what I remember, the community wanted them to release it, but Fundog were against it, I'm not entirely sure of that as I started playing when it became available, so it was before my time, but not being able to recognise that this game is very very very early access or even not doing the basic research about it instead just blinding jumping in, seeing how things don't work then throwing a fit over it is just braindead energy.
I checked their Discord for the week leading up to the Early Access announcement - and that just wasn't there.
And it's not "very" early if there was already a closed beta completed. One might expect them to have identified the very obvious bugs and already resolved them before the Steam launch. Something I haven't seen parroted by anyone is a line that "this is in a much better state than the closed beta" "you think this is bad you should have seen the closed beta". etc
