Hi, my friend just bought the 4 pack extra copies, and we cant figure out how to send the extra copies... does we need to wait a mounth to be able to send them?

I'm pretty sure the extra copies end up in your inventory then you can send them to your friends If I'm not mistaken.

Well, my cousin says when he trys to send it to me, it says he need to wait 30 days to be able to send gift T~T

You can't trade them, but you can gift them. They are distinct Steam functions.

I can't understand why Steam do that it should be the inverse.
(never try i feel trade is safer than gift and gift back)
Same for card it annoying.

That is the point; it's to discourage trading, or at least trading with strangers whom you can't trust. It has something to do with fraud. They want to make sure accounts and payment methods are legit before they are allowed to flip Steam games.

I discourage trade to do unsafe stuff and get scammed or hacked.
never trusted stranger private profile and weird link.

I understand the payment methods to be legit but not the gift option.

Well if is probably a direct gift when you buy it.
if you got his or her email. seem okay to me nevermind.

I mean that it is Valve protecting themselves from people buying things, then trying to commit fraud with them by trading. I don't know exactly how they did it.

Way late replying here but in my experience the four pack is a single item. You need to send the entire pack to one person and then they redeem it. This will give them a copy of the game for themselves as well as 3 individual gift copies.
