You have to complete all 4 main characters' scenarios. Once you have done that, Tomomo Hell scenario will become avaliable as one of extra scenarios. Win Tomomo Hell, and you can buy Tomomo at the shop.

Getting level 30 in multiplayer for shopkeeper is basically an un-banned Tomomo.

It turns out to be not that hard considering that they like to kill each other.

Their stats make them particularly good at it.

Shopkeeper is completely different since he is unable to use any cards.
