That and 4 HP and +1 defense with no negatives is hardly bad. She only has a 4 revive roll because of the risky business of her hyper :U
I could go on about how wrong that sounds...but I know how these people get when a different opinion comes up ouo; Especially when it comes off reasonable lol.

Syura isn't nearly as scary, and has no safety net when she dies anyway. Nanako's hyper is too expensive for what it is, since it's not really all that scary either with such a low chance to gain +Atk. IMO it's the weakest DLC pack.

And QP may have aboslute "defense" but again, nothing else running for her other than "look I got a one turn revive".
And not everyone has to have a safety net when they die, and the fact you still want to argue Nanako's hyper is bad is scary... Especially since you seem so obsessed with +atk that you seem to forget everything else in the game. Defense and evasion do exist, and more often than not, +atk ends up being kind of...ignorable unless you're on a tiny map full of -defense players ._.; If you base your victory purely on trying to steal stars, you're gonna lose, a lot...
And no, the weakest pack is the one with Kae just because of Kae XD
QP gets +2 Atk, and denies her opponents stars and wins even if she dies. 5HP and 0 stats is just as good as 4HP and 1Def. If Syura dies, she gets nothing, and that's pretty likely at 1HP even with 3Evd. Even if she survives, she's still at 1HP and lost her hyper.
If you think Peat getting -Evd at 1HP is bad, which you can avoid at 2 or 3HP just fine and still get the Atk+Def bonus, then Nanako getting +Def at 1HP or +Evd at 3HP vs 5+ damage, or +Atk when defending and then just dies because she didn't get any +Evd is even worse. And that costs 20 stars! Peat's is 10, and Syura's is free.
The problem with Nanako's hyper is that its random nature makes it difficult to strategise around, especially in relation to its 20 star cost. Many other combat cards have a "best used by" HP, which themselves lead to "failsafes" within them. Peat's hyper (10 stars) is best at 3 or 2 HP since he can then easily sponge a blow and dish out massive damage in return (the reduction in evasion isn't a big concern if you're using it at 3 or 2 HP. If you're using Peat's hyper at 1 HP, you deserve to lose); Alte and QP have hypers (10 stars each) best at low HP, especially the former due to her -1 defense, and both waste opponents turns and potentially cards; Military Sora (20 stars) can be used at high HP to help her either sponge blows or evade them, as well as pop off powerful attacks/counterattacks when needed; and while Syura's hyper (free) still needs some work (likely to the character, as outlined in the topic Slashley linked to), it acts as a powerful last resort, similar to Peat's.
Nanako's hyper, however, features no "really good time" because of how spastic the value dumps can be. Using it at full HP is a gamble since her base defense is already high and there's no telling if you'll get the attack boost you want or not to mount an effective counterattack; since you're not at huge risk of dying at 3 HP, a huge attack buff would be pretty snazzy, but there's no telling if Nanako can get it or not. At 2 HP, you're going to be hoping for defense and/or evade, but 20 stars for this and not getting a guaranteed attack buff or a safety net of some sort makes it pale in comparison to the aforementioned hypers. Using it at low HP is still a gamble, since it can dump almost everything into attack and defense while characters like Marc, Yuki, etc. just smile away at it.
And all of this is assuming you're the one getting attacked. When doing the actual attacking, it'd be pretty nice to have that attack boost, wouldn't it? Granted, I've popped off some pretty sweet-looking attack values, but there've been cases where I effectively only get defense and evade. So while I could do a free 1 HP of damage without getting scratched... it doesn't change the fact that I burnt 20 stars on it.
As such, 20 stars is quite expensive for a card that has no real best time to be used, especially for a fiery, if impressive gambit that can really go either way. Now, Deploy Bits definitely shouldn't be free, but knocking its cost down to 10 wouldn't be a bad start.

On a lighter note: I find it hilarious that your mispelling of the word "absolute" caused the Steam censors to kick in because it had the word "slut" in it.
