They did in the bounty hunt beta by making quests/bounties (called contracts in the link) not count as cards so unless they changed their mind since the last bounty hunt beta. i feel like there's a pretty big difference between everyone having full hand access and mei ignoring quests so her passive can ever go off

I brought up the change because it makes Mei's passive ignore quests/bounties by universally making them not count as cards so you can get red and blue through her passive with quests/bounties in hand. The difference is that the bounty hunt beta did the Mei's passive ignoring quests/bounties through a universal change instead of a character specific one like you suggested in the op. If this change makes it out of beta it would make your suggestion redundant since every character would not treat quests/bounties as cards innately.
