Trying to KO a (near-)full health CPU is probably not gonna happen since the rolls appear rigged in their favor to survive all the way to 1 hp, unless you buff your attack way beyond reasonable levels. The CPU gets rigged rolls for homes most likely and in general collects stars quite quickly, so it probably helps to bring a strong fighter to snatch stars at oppertune moments.
You probably know doing all the non-DLC campaigns on Extreme gets you the crown, if you do the DLC ones on Extreme as well, including the Extra campaign's DLC episode Chaos of the Sweet Gods (should appear if you beat the DLCs), and beat it again with Suguri (without that winter costume because some say it's bugged), on any difficulty, you get special Poppo dice for it.
Besides all that, it's pure luck! You'll get it eventually. And probably gain a severe case of PTSD from maps such as Warfare or anything involving Tomomo/Yuki (Dear GOD, the random target hyper KOs, hit TWICE in a row with it when about to win, TWICE!!!).
When Yuki doesn't cut it, Fernet and Poppo are also viable choices on some maps. Fernet shrugs off the rigged Attack rolls fine for the most part but can't do much to make things go in her favor in the first place, while Poppo's hyper trivializes the Lagoon Flight maps (as well as the Sunset one in Extra).
As for the specific scenario you mentioned (or whenever Suguri is an opponent in general), attacking Suguri when she's at 2 HP is actually better than attacking her at 1 HP. At 2 HP the AI will always defend against high attack rolls, even though evading would give it better odds of surviving in that case. At 1 HP, it will always evade, which is what Suguri does best.
Kae sounds strange to many as there are a lot more suited fighters but i first off love playing her and have adapted to playing her so well even CPU understand not to mess with me (besides, stacking all the attack bonus can be harsh in battle) but she is risky if you don't play her... or don't have her xD
Poppo - People will knock this but when i couldn't get through with Kae, i found Poppo worked well, she isn't easy as you will rely on avoiding battle, holding on to defencive cards or retreats to avoid others, however, her hyper makes stealing stars a breeze, if you time it right you can grab a nice haul when cpu are hurt and even nab a easy kill (to add insult to injury) as cpu are more likely to fight even when close to death. Poppo might take some getting used to as she ain't no fighter but if you learn her playstyle, she can be quite effective (keep hold of pudding as well!). I found clearing the harder maps (with the nasty fighter types) was made easier with her, equally her hyper works well for quick norma wins which as the game comes to an end, becomes a nice trick to have up your sleeve for a mad dash finish.
But that is just me, i doubt many play with such odd styles.
For cards, bring in several high cost event cards as much as possible as well as packing some that benefit you greatly. The AIs use event cards like it's going out of fashion. Little War is your most optimal card.
Probably took 30-50 attempts until I finally won it via stars as tomomo who got lucky when both poppo's at 1 and 3 hp teleported nearby. None of the other star breaker missions were even close to being as bad.
