Also, I'm not 100% sure, but it looks like it only counts for killing ships that count for mission points. So some missions, where there's no score for killing ships, you can't level up in. And possibly 'drone' and 'bot' type ships aren't included. Maybe one of those but not the other. I'm still trying to work out why some kills don't give points.
Seems kinda stupid way of doing it, if you ask me.
By any chance, was you using a trainer or cheating of any kind? cheat engine perhaps? cause i was and my crew stayed as rookies and i never gained any achievements....the same thing happend with using cheat engine and a trainer.
Without it, after a single fight, one of my ships gained rank.
At least it is this which always is mentioned in the After Action report connected to the leveling of crews ... i.e. the crews all ships that help in bringing the enemy flagship down (by damaging it) seem to have the chance for crew leveling.
Nope, I wasn't using any cheats and I unlocked several achievements in that playthrough.

VERY stupid, yeah.
Yep, locking victories only affects the player. Which, again, is really freaking stupid because when people lock a victory condition like, say, Science in Civilization, it's because they don't want to be close to winning a game only to have an opponent launching their rocket before they're done. And the same basic principle SHOULD apply to Starships.
