you people have buried the fix that EVERYONE uses to fix that exact problem.
now, you have to wade through it and find the fix... a problem you seemed to have made for yourselves....
Although, the common problem seems to be not launching, so if a moderator or developer could come and pin the fix to the chat that would likely help with most people's issues.

Game is crashing after the second set of logos.
Windows 7 compatibility mode might be your friend.
UPDATE: I'm still having issues, but I figured out there is an iPad version. $3 and it doesn't crash. I've already unlocked most of the BE bonuses.
Ok so I also could not run the game. I verified my install with steam. The game install exactly these files.

Starships.exe
Starships64.exe
steam_api.dll
steam_api64.dll
steam_appid.txt
There is no config file or other folders or other .exe files described by anyone else.
I am running Win 7 x64 Ultimate with an i7 cpu, 64GB of ram, and a titanz card.

Game now opens and runs. Before it only showed the same to logos as all the other people complaining.
Ok that fix didn't work more then once.
I got it working with steam overlay disabled and the following steam launch options:
-novideo , -fullscreen
And I set the 64 bit to run as admin.
At this point I think it barely runs and intermittently at that.
Did you try any of my above comment Fix?
I take it you are running the 64bit executable?
Did you recently install any large Windows updates like a creators update?
Are you open to the possibility of running this game in emulation?

can't you change resolution?
Game crashes unexpectedly at odd times. Usually either when completing a mission or starting one, but not ALWAYS. No error message. Has anyone else faced this issue before? If so, have you come across a fix?
