How Does Stealth Work?
It seems your stealth range gets larger as you improve it. What determines whether you are detected?

Your stealth circles get smaller as you improve it, your sensor range gets larger as you improve that.

You are detected if a ship gets within your stealth circle, or if you get within their sensor circle and they activate sensors.

Ok. I had it backwards. I was wondering why I kept getting detected when my stealth circle was so large.

Stealth is very strange in this game. Your ship stealth doesn't matter against enemy sensors. It only makes more difficult to detect you by a ship without any sensors.

A single ship with weak sensors could detect all your ships with max stealth. A single ship with max sensors makes any stealth obsolete on whole the battlefield.

If a ship enters the circle of a stealthed ship, it will be revealed. The higher the stealth, the smaller the circle, until you have to be more or less on top of the stealthed ship to detect it.

The other way of revealing stealthed ships is with sensors. The higher your sensors rating, the more distance is covered by your scan.

The AI is really bad at using Sensors and the cloaking wonder is OP

Cloaking only makes sense with that wonder or that one that allows you two actions in one turn. Whitout it the stealth system is a bit simplistic.
